Who can buy EC:

ECs are subsidised by the government, which means only certain buyers are allowed to purchase them.  EC eligibility and EC grants are assessed based on citizenship, age, income, and family status. These criteria are designed to ensure ECs go to Singaporean households who need them most.

EC eligibility and EC grants:

you must meet all the following conditions:

1. Citizenship

  • You must be a Singapore Citizen.
  • At least one other applicant must be either a Singapore Citizen or a Permanent Resident PR.

2. Age

  • Minimum age: 21 years old.
  • If applying under the Joint Singles Scheme for resale ECs only, the minimum age is 35.

3. Family Nucleus Requirement

You must apply under one of the following schemes:

  • Public Scheme: Applying with parents and/or siblings.
  • Fiancé/Fiancée Scheme: Engaged couples planning to marry.
  • Orphan Scheme: You and your siblings are orphans.
  • Joint Singles Scheme: Two to four single Singapore Citizens.

Income Ceiling

EC Eligibility (who can buy EC):

To qualify for a new EC, your household income must not exceed $16,000 per month.

The income ceiling is based on the average gross monthly income over the last 12 months.

Household Size Monthly Income Eligible?

2 Adults $16,000✅ Yes

4 Adults $17,000❌ No


Tip: If you're close to the income ceiling, consider talking to a mortgage advisor before applying.

*For EC grants, a different eligibility must be met.

Who can buy EC:

  • PRs can only buy an EC if applying with a Singapore Citizen spouse SC + PR household.
  • PR + PR households are not eligible for new ECs.

Singles

  • 2 Joint SC 35 and above Singles can purchase a EC
  • A Single cannot buy new ECs.
  • They can buy resale ECs after the 5-year MOP as a Single.

EC grants:

While EC buyers are not eligible for HDB BTO grants, they can receive CPF Housing Grants.

  • Family Grant: Up to $30,000 for SC + SC households
  • Half-Housing Grant: Up to $15,000 for SC + PR households

  • Fiancé/Fiancée Scheme
  • Must register your marriage within 3 months after getting the keys.
  • ROM certificate not needed at the time of booking.

Orphan Scheme

  • Must be orphans without living parents.
  • Apply with at least one sibling.

Divorced Applicants

  • If you have children, you must have legal custody of them.

  • Resale ECs available after 5 years from TOP
  • Private condos no eligibility restrictions
  • HDB BTO or resale flats if you meet those criteria

Can I buy an EC if I currently own a private property?

  • No. You must dispose of your private property at least 30 months before applying.

Can I apply for an EC if I previously owned an HDB flat?

  • Yes, if you’ve met the 5-year MOP on your previous flat.

What if my income exceeds the ceiling after I apply?

  • As long as you qualified at the time of application, you remain eligible.

Can foreigners buy an EC?

  • No. Only Singapore Citizens (and PRs in mixed households) can buy new ECs.
